The conflict begins when a District Collector convenes a meeting to decide the location of a new railway station. Rajalingam has already predetermined a town for a bribe, but Veerapandi derails his plan by persuading the meeting to choose a different small town as the station’s location. In retaliation, Rajalingam’s men bomb the railway tracks in an attempt to derail a train, but Selvam bravely stops the train and captures the bombers.
