The idea was first brought to Tim Burton by storyboard artist Joe Ranft. However, the project sat dormant for about ten years. It was only after the success of The Nightmare Before Christmas that the project resurfaced, with co-director Mike Johnson brought on board to spearhead the complex animation.
The mortal realm is depicted as a drab, monochromatic Victorian town. The color palette is restricted to shades of grey, muted blues, and charcoal. The character designs are sharp, rigid, and exaggeratedly elongated, reflecting the repressed, utilitarian nature of the society.
